경관법에 의한 경관계획 실행수단 중 가장 강력한 효과는 경관사업은 사업비 지원에 대한 명확한 규정도 작성되어 있지 않은 상태로, 경관사업의 실현성은 매우 불투명하다. 이같은 배경으로 타법에서 시행되는 각종 사업 중 경관과 관련되는 사업을 경관사업으로 지정하는 방안을 고려해 보았다. 한편, 재정상태가 열악한 비도시지역인 농촌지역에 대해서는 중앙부처에서 시행하는 각종 지원 사업이 활발하다. 경관보전직불제를 비롯하여, 7개의 관련 사업의 내용 및 충청북도 현황을 살펴보고, 경관사업과의 연계성을 모색해 본 결과, 각 사업 모두 경관과 매우 밀접한 관련이 있으며, 현행 경관법상의 경관사업으로 지정가능한 요건을 갖추고 있음을 알 수 있었다. 특히, 비도시지역에서는 경관계획을 수립할 때, 기존의 관련사업 검토하여 사업비가 확보가능한 경관사업을 제안할 수 있으며, 이때 가장 중요한 것은 관련 부서간의 상호 협조체제이다. 관련 사업을 경관사업으로 연계시킴으로써, 사업비를 확보함과 동시에, 타부서의 사업으로 형성되는 경관에 대한 일관성을 확보하는 등 다양한 효과를 얻을 수 있을 것으로 예상된다. |

This study is aimed to present a reference for designation of landscape projects in landscape planning. Although, the possibility of receiving funding is described by the law, the aid systems and instruments are not clear. Therefore, it is difficult to find out how to activate landscape projects. By the way, there are lots of projects which receive funding from government, and these projects are usually related with agricultural area. With this background, this study considered to link these projects which receiving funding and landscape projects. For this purpose, the related projects are selected and investigated in the view of the funding system and amount, the influence into landscape, possibilities of landscape projects. The results shows that it is possible to link each project and landscape projects. To link, each project should be described as landscape project in landscape plan. When planning landscape plan, planners should consider the related projects in the aspect of funding limits, projects scale, projects purpose and influence into landscape, and then assign those projects for landscape projects, if it is adequate for landscape plan. In additions, the most important thing is cooperating system landscape planners and other projects managers in landscape planning. |
