본 논문은 도시설계요소를 다루는 방식의 변화에 대한 연구로서 서울 도심부의 물리적인 모습을 근본적으로 바꾸어 놓고 있는 도심재개발의 물리적 환경조성의 방식에 어떠한 생각의 변화가 있었으며 그 변화의 의미가 무엇인지 논의하였다. 이를 위해 서울의 서린구역을 대상으로 이루어진 계획, 설계, 환경조성의 과정과 결과물을 조사, 분석하였다. 분석 결과, 70년대에 가로연도건축형가 구라는 도시설계생각이 80년대 퇴조하며 대지내 건물이 자유롭게 배치되고 건물간의 관계는 줄어들어 건물을 통한 도시공간과 형태의 질서 추구가 사라지게 되었다. 70년대 초기 보행자를 위한 보차분리의도에 대한 생각과 저층부 상업가로에 대한 생각은 변경되어 결과적으로 자동차중심의 공간이 형성되었으며, 업무용건물의 등장으로 보행자와의 관계는 소원해졌다. 이처럼 초기 재개발사업결정시에 의도되었던 도시설계요소를 다루는 방식은 제도의 변화와 수많은 사업계획변경을 통해 변화되고 그 결과 초기 의도와는 다른 환경을 만들었다. 보다 바람직한 도시공간과 형태를 만들기 위해서는 재개발사업결정시 주요한 도시설계요소들이 함께 고려되고 결정되어야 할 것이다. |

This paper deals with the change of the urban design ideas in the downtown redevelopment in Seoul. Since 1970s the urban redevelopment has been changing the physical form of the downtown Seoul fundamentally. Seorin District as a study area was analysed in terms of the design ideas and the consequent environment changes. This paper identified that the urban design idea of perimeter block conceived in the 1970s has declined in the 1980s with the emergence of free standing high rise office buildings. The role of the buildings to form urban space and the relationship of the buildings with the sidewalk and the neighboring buildings in terms of height and building line have disappeared. The urban space became wide, but never properly used. The idea of separation of the pedestrian from the cars to make pedestrian friendly downtown in the initial concept of the 1970s gave way to the car oriented development. The initial urban design ideas to make more human-oriented environment have been changed and misinterpreted through the changes of development plan, which resulted in the fundamentally different urban environment. At the end, this paper discusses and proposes some urban design elements, which should be respected in the urban redevelopment plan to securing the quality of the urban environment. |
