The scale of natural disaster is getting greater and earthquakes occur more frequently due to the climate change. It is ironic that in history, natural disasters increase beside the progress of civilization and we have historically observed a sudden end of civilizations just in the peak of their progress. As earthquakes of small magnitude recently take place more often in Korea and we can see our neighbors, Japan and China, suffering from earthquake disasters at this moment, it is becoming more important to reinforce and design building stronger enough against earthquakes. Considering that one of the main causes of the end of a civilization is that the society is insufficiently ready for catastrophes, as well as human arrogance, we know it is time for us to examine how much we are ready for an earthquake disaster, which these days is happening more frequently. Looking at the size of natural disasters that have damaged advanced countries; we come to know that nothing is better than having countermeasures. Although it takes long, and a persistent and thorough preparation is needed, quick actions when disasters occur and good measures to restore from disaster should be prepared. South Korea started to introduce an earthquake-resistant design after the Mexico earthquake in 1980s, which awakened the people to the dangers of earthquakes. After then, the development of American earthquake-resistant design and out swift adoption of technology enhanced our earthquakeproof design standards through KBC. In the history of the 20th century, the earthquake-resistant design concepts and technological developments have contributed a lot to the protection of lives and properties. However, we need to establish such concepts and technologies to fit into our own circumstances. To do so, we have to develop consistent research and try to improve the system. In the middle of 1990s, the radical construction of apartment complex and infrastructures led to such catastrophic accidents as the collapse of Sampung Department Store and Sungsu Grand Bridge, which aroused the alert to the importance of managing well the existing facilities. The accidents triggered the safety monitoring of facilities and the partial introduction of Post-Evaluation System of Seismic Performance. The disaster countermeasures and management system of advanced countries have been based on repeated tests and failures. We also need to create our own ideas without fearing failure and build infrastructures creatively. We should prepare technologies to reduce earthquake disasters and countermeasures. Then, we can develop a flexible and reasonable technology of earthquake-resistant design and a technology to reinforce buildings against earthquakes by expanding and applying the Performance-Based Design Concept, which started in 1990s. Based on the nature of our culture where competition is fast and familiar, and the accumulated R&D and practicability, we can expect to develop our unique designing technology that could reduce earthquake disasters. First of all, we need to identify the weakness of apartments against earthquakes (because they are the 60% of the total of buildings). Then, we need to set up reinforcing plans against the disasters, and improve the typical weakness of the lower layers of commercial facilities and non-reinforced structures with heavy roof slabs. So it is the right time to start creating technological infrastructures by which we can construct new and safe buildings through flexible ways of thinking against climate changes. |
