At the end of 2011, there were 670 million buildings in the building inventory of South Korea. Distribution rate of house exceeds 114%, and this level is higher or equal to the level of advanced countries. Even though there is a rapid increase in quality, small and large safety accidents occur during the construction due to a lack of maintenance management technology and consciousness. Apartment buildings, in which 60% of the entire citizens reside, do not have sufficient usage performance and this causes a conflict and dispute among the residents. As an improvement plan for this problem, maintenance management is revised, and the weakness of technological areas is continuously discovered and developed. However, this plan still remains at a poor level. A Wisdom of Solomon is needed at this time. We should focus more in safety and maintenance management of building, and selective improvement plans should be made and promoted by considering the urgencies and effectiveness. Main management agents have a primary responsibility of safety and maintenance of building. However, for the buildings with a small management agent and multiple people using the building, advanced country’s welfare facilities policy should be implemented in South Korea. That means that government and local governments should play the roles of main agents through an institutional method. For an effective implementation of safety and maintenance management activities, according to the size and demand of the building, the system needs to be improved and developed with a specific technology to improve the effectiveness of safety facilities engineering field. Employees who are in charge of building safety and maintenance management field have a hard time when having the opportunity to get information about new construction methods and new materials. Due to this reality, renewal of the supplementary education system for improving the performance of employees is needed to enhance their performance ability. Furthermore, education effectiveness should be also increased by organizing the contents of this supplementary education to obtain the improvement of the employees. Organization of contents should be focused on the field and on each case. With the introduction of the completion of a mandatory supplementary education for the employee’s performance improvement, institutional and social support will be needed to train construction engineers and technician who are suitable for the rapid development of construction technology. As an improvement way of the living environment of a building, a practical evaluation standard for noise, vibration, deflection, etc is needed when a safety check and precision safety inspection are conducted. Since recently the advent of high-rise building is rapidly increasing, KAIARI(Korea Association of Industry, Academy and Research Institute) should research jointly and prepare an investigation safety assessment technique for a safety check and precision safety check of high-rise building. Also, according to the application of international financial accounting standard, for a fair value evaluation, the data of standard construction cost for a building in use should be gathered, and computation standards for precise construction cost of refurbishment and rehabilitation should be prepared. As the building inventory increase, the government and local governments should expand a safety management support project for the safety and maintenance management of small buildings which have been related to common life and used during many years. Since this can prevent possible safety accidents and extend life expectancy, the cost of social opportunities loss is minimized. Therefore, the life and possessions of residents should be protected. |
