요약2	Community participation is regarded as the most important issue in the urban regeneration based upon the belief that a community has best knowledge in identifying its own problems and developing its own solutions. Local knowledge gained from community participation can be essential for successful planning and implementation of a urban regeneration project. However, participation is an ongoing debate in; what to participate, how to participate, who participate, what condition make participation to be an effective/ineffective public decision making tool. Specifically, this study investigated the level of the participation of an urban regional project in Seoul. By analyzing the level of participation, we can objectively evaluate the characteristics of community participation and develop a better informed participation process that is appropriate for urban regeneration projects. This study reveals that community participation of Haebangchon is categorized most in information gathering from citizens. Self-governing by citizens is still weak.
