대한민국 정부 수립이후 지방소도시는 사실상 정책의 사각지대였다. 지방소도시는 지역 및 도시 분야 주요정책과 사업에서 정책적인 관심을 받지 못해왔다. 대부분의 사업과 주요정책은 대도시, 농산어촌, 낙후지역에 초점을 맞추어 왔다(변필성 외, 2015). 한국의 도시인구는 1960∼1990년 사이 급격히 증가하였는데, 주로 인구규모 100만 이상의 수도권 대도시에 집중했다. 반면에 같은 기간 동안 인구 5만 이하의 도시와 5만∼20만 도시의 인구비중은 계속 낮아졌다. 급격한 도시화에도 불구하고 인구 20만 이하의 도시는 1960년대부터 지속적으로 저성장 또는 쇠퇴를 경험하고 있다. 즉 인구 20만 이하의 소도시는 대도시에 비해 상대적으로 쇠퇴의 정도가 심한 패턴을 뚜렷하게 보여주고 있다(김광중, 2010). 대다수 비수도권 소도시의 경우 신도시 개발에 따른 구도심의 쇠퇴는 물론 수도권으로 인구와 산업기능의 유출이라는 이중고를 겪고 있다(이상훈·황지욱, 2013). 인구감소와 함께 고령화라는 인구구조의 변화를 경험하고 있는 이들 소도시의 축소는 다양한 양상으로 나타나고 있다(김광중, 2010). 따라서 한국 소도시의 도시축소에서 나타나는 다양한 양상과 원인, 제반 여건 등에 대한 면밀한 실증적 분석과 이를 처방할 수 있는 실질적인 정책대안을 모색할 필요가 있다. 이러한 문제의식에서 본 연구는 출발하였다. 본 연구는 비수도권의 인구 20만 명 미만의 소도시의 쇠퇴원인과 실태에 관한 실증적 분석과 거기에 맞는 정책대안을 모색하고자 한다. 이를 위해 도시수축이 상대적으로 심각하고 대표성을 띄고 있는 전북 김제시, 경북 상주시, 경북 의성군, 전북 임실군, 전남 보성군 등 5개 시·군에 근무하고 있는 공무원들을 대상으로 지역의 쇠퇴원인, 지역실태, 인구감소 대응사업, 지역맞춤형 지원정책 등에 대한 인식조사를 통해 도시수축과 관련한 차별화된 대응전략을 모색하고자 한다. |

This substantive study focuses on the causes and state of the decline of noncapital regions with populations less than 200,000, while also seeking for alternative policies fit for these cities. Government employees working in the cities that observed the most decline such as Jeollabuk-do Kimje, Gyeongsangbuk-do Sangju, Gyeongsangbuk-do Uiseong, Jeollabuk-do Imsil, and Jeollanam-do Bosung were surveyed. Questions such as the state of the city, possible enterprises dealing with the declining population, policies tailored for the city, and reasons leading to the shrinkage of their respective cities were asked. Through these collective answers, this study looks to find differentiated solutions to respond to the current state of urban shrinkage. The cities researched in this study are on the cusp of extinction due to the continuous decline in population. The main reason these cities face extinction is because of the deteriorating conditions of the primary industry. The main reason for shrinkage is the decline and aging of the population. Additionally, many were skeptical about the effectiveness of the policies responding to population decline which were led by the local government. Academia points out that in the New Normal age of low growth and low hiring rates, regional development policies focusing on expansion and dispersion are already at their limit. However, respondents of the survey called out that development-oriented policies such as creating industrial complexes would help vitalize the local economy. Many agree that in the standpoint of urban shrinkage, urban management policies should be promoted. However, growth- oriented urban restoration policies are still being pushed ahead currently. Small cities in Korea experiencing continuous population decline need to embrace their current state and switch to urban policies considering smart decline that will suit their cities. |
