Urban historic landscapes have failed to keep their historic values and their images as landmarks due to the construction of high-rise buildings nearby. Historic landscapes can be proved to have values and images as objects which have historic identities when they are in harmony with adjacent buildings in relation to skylines, have distinct silhouettes against backgrounds, are viewed from major vantage points, and offer historical views. So, this paper intends to make suggestions for improvements in building height control to preserve urban historic landscapes in Korea, and has sub-goals as follows. - to understand the existing issues of building height control by the investigation of domestic legal systems and each case. - to propose the direction of improvement in implementations by extensive study of foreign legal systems and standing cases. The results of this study can be summarized as follows. First, the related legal systems need to be backed up in order to accomplish the various purposes of building height control. Second, all of the implementations for the same purpose are to be integrated into each related ordinance. Third, various height restriction tools need to be adopted according to the purposes of building height control, and the designation of viewpoints must be specified, which the areas of building height control need to depend on. Also, regulation criteria are decided on citizen's aesthetic point of view. Finally, the scope of preservation objects need to be widened for the future. |
