This study is firstly examine the disagreement factors between two participants of the planning, i.e, bureaucracy and engineering firms and their gravity in the comprehensive planning process ; secondly the compare, analyse the disagreement factors and suggest policy alternatives : and therefore to help enhance quality of the task in the future comprehensive planning and recognize proper place of the comprehensive planning and its importance.
The analytic results of the questionnaire devised for the purpose of this study show as follows ; The first is the different recognition about the unreasonable cases -10 items shown in the study- in the process of the services. The second is the disagreement on the cost of services between two groups. The third is the discrepancy about the specialty of human resources between two groups. Forth, there is the disagreement about the task time between two groups.
According to the analysis of disagreement factors, some policy alternatives can be suggested as follows : First, regarding the institutional reform, the task directions of the written contract should indicate its precise division of labor and detailed budget. Second, regarding the task time, it is important to increase efficiency of the task process. Third, the firms should computerize data, prepare task manuals, share planning information with others. Forth, proper population planning is necessary. |
