Since urban planning facilities which are indispensible to social activities of the city are unable to be executed for very long, the private property right is infringed on by long-term planning restriction. The problem is that there are irrational plans without compensation which force certain individuals to be taken at a disadvantage to the degree of beyond acceptability in favor of the majority. Accordingly, it is urgently necessary to establish the rational and practical planning. It also requires that possibilities of facilities decided should be measured by preliminary feasibility test to secure the justification. The purpose of this study is to develope the method of preliminary feasibility assessment which prevent long-delayed urban planning facilities from accumulating and to propose the concrete adapted device. Therefore, classification of estimation item consisted substantiality of plan contents, coincidence of public purpose, participation of residents, environment examination, and volition of practice. And sub-items of 25 were decided on necessity, equality, objectivity, simplicity & clearness, easiness of data collection. |
