This interest raises questions about the applicability of the TDR within the Korean context. This is closely related to the limitation of zoning system as a means of land use regulation. This study is aimed at testing the American version of TDR within Korean context with special reference to protecting ecosystem zones in a city, and suggesting policy implications through a schematic simulation. The results show the possibility that the American TDR system can be applied to Korean contexts. This study concludes that the Korean version of TDR(K-TDR) is a second-best strategy for protecting ecosystem zones without financial burden of local government.
