Study on the existing research materials made it possible to set the problems of current subcontractor management system in procurement and construction stage, new partnership theory is deduced to settle these problems. The existing evaluation system for subcontractor selection and continuous management and new evaluation system based on Balanced Scorecard are compared to verify the possibility of application by the method of face-to-face interview and t-test verification.
