요약1	본 연구에서는 기존 문헌고찰(김홍일 1997, 김태황 1999, 이지영 2005)을 통해 얻어진 공공공사 설계변경의 가장 큰 원인중 하나인 현장조사의 불충분 및 용역기간 부족에 따른 ‘설계부실’에 초점을 맞추었다. 본 연구의 목적은 이러한 설계부실의 원인을 개선하기 위한 설계단계에서의 설계내실화가 과연 공공공사의 공사기간 및 공사비에 어떻게 영향을 미치는지를 실제 사례를 수집하여 분석하고자 하였다.
요약2	Public construction works have played a key role in providing people with life convenience and in maintaining and expanding social overhead capital. In spite of these functions and huge budget, occasional change orders have resulted from defective design in the process of public construction works. During public construction, the change orders are common. However, these change orders are one of main factors causing increased costs due to construction delay. The main factors of the construction delay are considered to result from occasional change orders caused by poor planning in the beginning of the project. Therefore, the proper planning such as an adequate review in design phase can improve the delay. Main factors of change orders causing the delay have been improved through system changes. To investigate the effect of the system changes, the author showed the effect of substantiality in design quality on construction durations and costs by comparing before and after substantiality in design phase. If the results of this study are utilized in future projects, the efficiency of construction industry and national competitiveness will be enhanced.……………
