The purpose of this study is to examine the housing policy for elderly in Singapore, and to analyze the design components of elderly housing according to independence levels of the elderly. To achieve the research goals, both site visits and in-depth interviews with policy makers, researchers, architects, on-site managers and social workers are conducted. The public policy for the elderly in Singapore aims at two groups: one who is able to independently live and the other who requires intensive care. The emphasis of the elderly housing policy is on both aging in place and independent living. Therefore, the elderly housing programs are geared to intimacy at a distance, and they direct either upgrading or modifying in current housing in which the elderly with family ties have lived, or new provision of small-sized, accessible, and affordable housing for the elderly without any familial relationships. In either case, the living arrangement is designed with elderly-friendly features that adopt barrier-free design including alert alarm system. The finding indicates that accessible and affordable housing heightens the independent living of the elderly. |
