The "Residential Environmental Improvement projects", based on the 'Temporary Management Act For Low Incomes,' a law in force only for a limited period of time enacted in 1989, was planned to be implemented temporarily by 2004. However, the project was converted to a fixed(?: regular) project following the enactment of the 'Built Environment Renewal Development Act.' At this time, when the project carry out, the aid of the National Treasuryand local budget, which are about project cost of infrastructure in residential environmental improvement area, is systematized in detail. Also, with systemizing the paradigm of "Pre-planning post Development," project of the first stage(2001-2005) was carried out in 482 local areas, and now the project of the second stage (2005-2010) is developing. With beginning of the second stage project, this research will analyze that how much foundational purpose and needs which is for residential stability of the low income class was implemented through the assessment about project period of the first stage and residential environmental improvement project area which has finished. Moreover, this research would like to suggest the efficient processing of project. |
