The billboards affixed on the outer walls of buildings in commercial complex are "excessively numerous, huge, and provocative" which mars the view of commercial streets and brings about the problem of difficulty of visual perception at the same time. Through this research, we have suggested a policy plan for resolving this problem by considering a signboard problem as a common-pool resource problem. In order to do this, we have analyzed this problem by approaching the policy cases of signboards in the city of Seoul with the solutions of common-pool resource problem. Especially, we have analyzed characteristics of group, which is shown from successful policy cases of signboards, and their public roles. The research results are as follows: First, signboard problem cannot be resolved by depending on the merchants' voluntary improvements or public regulation but only when the merchants execute cooperative policy means through mutual agreements. Secondly, public should establish and execute the plan which complement the characteristics of groupsmall size, concerns for the future, conflicts of interest, organizations with leadershipso that the group may choose cooperative policy means. Accordingly, different policies for different groups may be required. Thirdly, in order for the maintenance of signboards to be continuously effective, the public should not only observe the appropriate maintenance procedures but also maintain the related organization's trust and cooperation afterwards. |
