In the present study, parametric study using nonlinear numerical analysis was performed to investigate the column-to-beam strength ratio required to prevent the soft-story mechanism of reinforced concrete moment resisting frames. Based on the results, the design value of column-to-beam strength ratio was developed. The proposed column-to-beam strength ratio was defined as the function of the allowable maximum rotational capacity at the plastic hinges of beams. The proposed method was applied to the earthquake design of regular and irregular buildings. The performance of the structures designed by the proposed method was evaluated by numerical nonlinear static and dynamic analyses.
