Thepoint of flood insurance includes not merely financial support for the sufferersby urban flood but also mitigation plan of the losses through the control offloodplain development and land-use. Unfortunately, however, flood insurance is not activated yet and disasterprevention management plan is fragmentary in this country. To establish thefoundation of advanced urban disaster management policy through attainingthe country of safety and sustainable development, it is essential for preparinginstitution through combining urban plan with flood insurance.
