Land use control is essential, however, it is criticised to take landowners’ rights without proper compensation. A budget constraint is one of the obstacles for financial compensation to landowners whose property value would be decreased by regulation. By contrast, a part of development profits are commonly taken by the government. In US. and Japan, the TDR(Transfer of Development Rights) has been used as a compensation tool without any extra financial burden of government. Many countries have implemented the TDR for the purpose of preservation of cultural properties, green spaces, even for simulation of urban redevelopment in the center-city. The purpose of this paper is to apply TDR to compensate for the loss in the historical heritages. In this paper, TDR is applied to compensate for the loss of landowners in Hwaseong, Suwon. Ji Dong area is selected as the sending area, and Gwangyo Newtown, as the receiving area. Development Right is estimated, and is transferred to the receiving area. And several policy alternatives are proposed to introduce TDR in Korea. |
