City development has not been considered on the history and the tradition of the city. As a result, the urban landscape has been destroyed. Also, It is the only duty of the cultural conservation which has not made proper compensation for value loss. Introducing TDR system in Gyeongju could minimize the investigation of public goods, and guarantee properties for landowners, and also provide a method for cultural conservation. This study established the sending area located in Gyeongju, and analyze the optimized location of the receiving area using. Subsequently the selected location must be in the area which has infrastructure facilities and also contains additional capacity. As a result this study analyzed the proper location that land use, infrastructure facilities, the price of land and etc. This study is expected to minimize the loss of landowners’ properties, and decrease of financial charge for compensation.
