The purpose of this paper is to show that local government in Korea expend their budget efficiently. The analysis is based on the theory of capitalization which is public expenditure in the local government reflects in housing price. For empirical analysis, Two-satge least-square(TSLS) method is applied for considering two-way flow of influence among housing price and public expenditure. The result shows that the capitalization degree is various in each local government and that means the residences lives in local government are different in marginal utility for local expenditure. This paper also draws some implications of the empirical analysis between Seoul and Gyeonggi province. |
