Owing to institutionalizing Urban Development Act in July 2000, the private sector has actively participated in a series of urban development projects. Nonetheless, the private-initiated urban development cooperatives based on the lot substitution methods are confronted with a series of institutional and operational issues. This study pays attention to various topics raised by the private-initiated urban development projects based on the lot substitution methods. Policy alternatives in the institutional dimension can be summarized as follows. First of all, a tentatively named ‘Operating Committee’ of an ‘Urban Development Association’ should be legally institutionalized. Secondly, in the same manner, association incorporation and members’ qualification needs clear-cut explanation in the legal documentation. Policy alternatives in the operational dimension can be summarized as follows. Firstly, professional group should be preferred in the urban development project. Furthermore, it should devise how to legally guarantee association’s accountabilities and transparencies. Secondly, in order to reduce project schedule, it should formulate a tentatively named ‘Urban Development Project Council’ which would coordinate key stakeholders’ views and incorporate a couple of impact analysis procedures. |
