This study deals with the debate on the socialist city which was actively discussed in Soviet Russia between 1929 and 1931. The controversy has been called the debate over urbanism vs. disurbanism. This study critically reviews the ideas and contents of plans and proposals pursued by the urban planners in those days. Also, this study discusses the reasons why the original plans were not actualized and were distorted. We can identify that urban planning in those days was closely related to socio-economic issues such as legacies of NEP, the relationship between city and countryside, collectivization, the creation of socialist mode of living, use of vast undeveloped land in Russia. In the end, we can identify that the debate had been transformed to political and ideological struggle over a simple academic controversy. The Soviet urban planning had been characterized to eclecticism for the Stalinist ruling era after the debate between urbanism and disurbanism was over. That is, the established approaches were mixed to be adopted case by case. The linear city planning introduced by Milyutin was the whole summation of the existing ideas. |
