This study explores present problems and the improvement alternatives of the combined development rules in development permit system. Several issues about the combined development rules, are analyzed through a questionnaire. The issues are as follows. First, judgement of the combined development by distance between development units which dimensions are less than designated ones. Second, production of unnecessary roads to avoid the combined development rule. Third, rigidity of the dimension rule without deliberation of residents’demands. Fourth, abuse of exception rules, Fifth, conflicts between national land use laws and other individual laws. Reflecting original purport of the national land use law, these issues are analyzed and several alternatives are suggested. It is expected that the results of this study may provide an important implication to public service personnels who are responsible for development permit system in each city. |
