The first issue of all, it caused by the discordance standpoints of setting the New-town Boundary between the public institution and the inhabitant. Second, the housing renewal district are applied to the double legal systems which are the urban & housing renewal law and the special law of the accelerating urban renewal. Third, it refer to the necessity of physically fine regions.
