In plan-making stage, China has dual land use planning system: the national land use plan and the city plan. Though the latter is subject to the former and central government is heavily engaged in preparing both plans in order to protect agricultural land, different administration system often results in conflict of interest in allocating agricultural and urban land uses. In implementation stage, detailed urban design scheme is prepared on district scale and provides the basis for land use regulation and planning permission to control urban development.
