However, the facilities in neighborhood has been changed as the change of living pattern. As a result of this, we assumed that the theory centering on elementary schools had no longer useful to plan new town. To prove that the Perry's theory is not useful to new town development, we had analyzed the school distance within the neighborhood area and make up questionnaires.
