The government adopted the system of Semi Industrial Complex and Factory Collective Zone for the prevention of the difficulty of developing suburb areas by individual location. The purpose of this study is to analyze the utility of institutional plans introduced by the government. Hwaseong City was chosen as an object of this research because 500 factories increase every year in the city and 96% of the factories are on individual locations. According to this study, Hwaseong City is researching to introduce the system of Semi Industrial Complex and Factory Collective Zone for managing increasing individual-location type of factories. This study compared and analyzed the demand and supply of institutional plans of Semi Industrial Complex and Factory Collective Zone separately. As a result, the institution of supply has many institutional limitations like insufficiency of price and legal standards. And basic location standards such as land prices and areas were not under consideration on the demand's side. The supply of system of Semi Industrial Complex and Factory Collective Zone did not consider the realistic demand.
