This study discusses U-City planning characteristics in terms of multi-layered U-City components like services, information and communication technologies(ICTs), infrastructures, and management/governance. Multi-layered concept distinguish U-City from virtual city. U-City is the ICTs inserted real world of sense and intelligence. But virtual city reproduces real world inside the virtual computer world. Public oriented U-City services were suggested like transportation service, facilities management service, and disaster prevention service, not business centered services. Network infrastructure and ICTs related to network infrastructure was partially provided and applied without moveable and built ubiquitous computing infrastructures such as facilities / field infrastructure. Limited U-city services and infrastructures result in inadequate U-City management and governance plan . There were no information link or unification planning, public private participation, governance amongst cities which is core concept of U-City management and governance. The U-City planning characteristics shows that Korea's U-City is on the initial step. |
