Such a high figure well demonstrates the fact that the current safety management system made some commitment to improving the overall safety level from quantitative viewpoint, but it still has a long way to go for enhancing the quality of the safety level. Particularly when a sudden accident occurs at the construction site, it takes considerable time to take the measures, despite of the need of immediate action. A fundamental measure hence needs to be taken to deal with such problems.
