Many traditional city centers in Korea have recently suffered from economic declination, deteriorated urban environment, and population decrease. At same time, many slums and blighted areas have occurred due to vacant/abandoned houses and commercial buildings. In urban center areas in particular, there have been a lot of urban blight problems resulted from social and physical environment for low-income peoples as well as weak and old peoples. Also in Korea, the regeneration plans of the old city centers have been most recently established to tackle those problems. Therefore, we need to explore how to improve deteriorated economic and physical environment in city center area by examining current conditions such as existing land use, and strategic planning. This paper aims at exploring how to apply urban regeneration techniques to the blighted city center area by a questionnaire survey and the IPA analysis in a declined old city, Masan. With this result, we identified urban regeneration factors to be necessary when applying to the local city center area. We suggest some planning and regeneration policies based on economic, cultural, and physical improvement in city center areas. |
