The TPLMS is a policy to improve air quality in the Capital Region while the TISVCS was adopted to control population concentration in the Capital Region. Both policy has different objective, but they have common ground because both policy regulates location and size of industrial sites. Under the TISVCS, the government sets the maximum limit on the total industrial site volume to control population concentration in the Capital Region. On the other hand, the TPLMS is the environmental policy newly adopted in 2007 to control the total amount of pollutants emission in the Capital Region instead of controlling concentration level of pollutants in the ambient air. However, the TISVCS has been criticized for its weak rationale and excessive regulatory burden on businesses. One alternative solution to this problem is integrating the TPLMS and TISVCS so that the combined policy can control the total air pollutant emission volume and the total industrial site volume at the same time. Using system dynamics model, this paper examined its possibility and conditions under which the policy could operate successfully.
