The former is represented by public housing(National Rental Housing Program) and the latter by rent subsidy(Chonsei Loan Program) in Korea. Equalizing the benefits offered by the two programs, public housing program is found to be more expensive than rent subsidy program; The costs spent on one unit of public housing would provide rent subsidy to 1.1 to 4.6 households depending upon the area. The cost-effectiveness is sensitive to discount rate to some extent whereas interest rates and floor area ratio of public housing have marginal effects.
