If the design of the panel is conducted according to the usage not the standard, the panel has different heating performance with the construction condition and the company which installed the panel. The design of panel without considering heat output may occur the occupants' discomfort, unnecessary control and wasting energy. And Korean people usually feel thermal comfort by contacting with floor surface. So the residents have a diversified demand about the maximum floor surface temperature and surface temperature differential. In this paper we focused on the problem which is that the panel is designed without considering the heating load and the floor surface temperature. To solve this problem first the design parameters of the radiant floor heating panel were categorized.
