Residential Environment Improvement Project(REIP) has been developed through three methods : Self-help housing redevelopment, Expropriation, and Land Reallocation method. The most of Residents in the areas designated for the REIP, especially by the Expropriation method, leave their old residential area after the projects are implemented. The self-help housing redevelopment method has been maden slow progress. Korea Government and Korea National Housing Corpoartion(KNHC) are working together to solve several concerns and promoting the new method, the Diffusion Model of REIP(DMR). In the DMR, A strategic area in the REIP area is developed by the expropriation method and then the rest of the area is promoted by the land reallocation method. The objectives of this paper, are to analyse the effect of 3-dimensional Land Reallocation System in the DMR and to suggest the new method. This paper explored compared several alternitives-Expropriation, 3-dimensional Land Reallocation in the strategic area, 3-dimensional Land Reallocation out of the strategic area - from the perspective of financial feasibility. Finally, the 3-dimensional Land Reallocation System is proposed to help the residents in DMR to resettle in their communities after redevelopment. |
