This study focuses on analysing the characteristics of ubiquitous city strategies and projects in terms of tendency, philosophy, vision, and concept. U-City strategies were made by nation in Asia, but by firms, research institute and university in EU and USA. These strategies are being expanded from the development of U-city technologies/infrastructure and the reduction of information disparity into the enlargement of U-city service from government to living sector, and global issues like global warming. Each nation made different U-City strategies like Korea's comprehensive strategy, Japan's problem solving oriented strategy, and U-City technology and its application oriented strategy in EU and USA. U-City strategies laid emphasis on human, market, and equity oriented philosophy but carelessly dealt with moderation and coexistence oriented philosophy. U-city was in pursuit of efficient, safe, and convenient city, but cultural city was properly not envisaged. Information and technology oriented U-City is being evolved into the spatial and service-ICTs-Infrastructure-management multi-layered U-City. It was evaluated that Korea and Japan made the high quality of strategies in terms of tendency, philosophy, vision, and concept. |
