Resident participation in residential improvement projects has recently been regarded as essential part in their implementation since society has become more democratic and diversified, adding more importance to citizen participation in public policies. However, in reality, the participation process has been more or less superficial. A series of brief events such as public hearings, explanatory meetings and public surveys was all that were deployed. The participant base has not covered a wide range of people. If the process comes to be under the sway of a few influential figures or a group of people with specific intentions, the majority opinions are often ignored. Moreover, even if there is a blueprint for the development, the lack of method through which residents can share opinions, negotiate and make consensus would eventually lead to the failure of generating resident participation. Thus, this study focuses on the need for a scheme that enables residents to form and exchange their opinions in order to make sure that their visions for the residential area can be clearly identified and delivered. By doing so, a wide range of residents can participate at all stages of the improvement projects. Main objectives of this study are as follows : First, we aim to develop a tool kit that residents can use to stimulate the participation of people with various backgrounds and interests. We applied the tool kit to young generation of residents, in particular those who have elementary school children, to identify their demands in relation to the resident improvement projects. This also can be a capacity building measure in terms of ability for young residents to form and express their own views about the local community. They can be given an opportunity to develop affection for and have interests in the community, and think about its future direction. Second, this study is intended to verify the effectiveness of an image map in “the Maul-mandulgi” projects, which is a result of preceding studies, as a resident participation promoting method for young generation. |
