Environment friendly construction has become an issue around the world over the past several years in line with people's enhanced awareness on environmental problems since 1990's and growing interests in effects of health resulting from the building space. In responding to such developments certification system for pro-environmental construction has been implemented since January 2001 in Korea as well and certification standards are currently under developing stage for apartments, complex building with residential facilities, commercial building, school, sales facilities, and lodging facilities. Pro-environmental certification system for school implemented since March 2005 has now became compulsory requirement for BTL project whereby certification performance has grown rapidly from 7 cases for period 2005~2006 to 121 in 2007 ,and 272 in 2008. However, problems have risen in the course of crashing BTL project together with pro-environmental certification system. Risen has situation that does not apply actively pro-environmental items for obtaining certification on the ground that it duplicates with other certification system or regulations, evaluation categories for pro-environmental certification deviate from what is being actually practiced in the real field, and cost elements for certification was not taken into account for BTL business projection. Also, it has been pointed out occasionally that quality of school building has deteriorated compared to previous one constructed before adoption of the certification system. No school building has thus far obtained best rating among schools which got pro-environmental certification. This paper analyzed application practices of pro-environmental elements and problems for evaluation items relating to pro-environmental certification system based on 5 cases of school which got certification for their building under BTL project basis. Outcome of the study indicates that all of 5 schools did not apply 8 evaluation items which do not reflect characteristics of school building and high cost. However, application ratio for pro-environmental system has increased as a result of crushing the system together with BTL project. It will be necessary to improve the system and to strengthen incentives while studying to solve the problems going forward. What's more important is for all relevant parties such as users, contractors, and owners of building to enhance their perceptions toward pro-environment. |
