To do so, this study takes on the relevant problems in Hwasung city which is located within the Seoul metropolitan area in South Korea and has a growing number of factories constructed in a footloose manner. This study also analyzes the policies controlling the footloose location of factories such as Quasi-Industrial Complex and Industry Promotion Zone so as to understand their problems and pain points. According to the results, the Quasi-Industrial Complex policy can be effective, only when the existing factory complexes are systematically managed under the public initiatives and the regulatory limitations on size and density are alleviated. To maximize the effectiveness of the Factory Construction Promotion policy, planning standards and operational guidances be arranged, and express provision on the project operation means be obligated, as well. Additionally, District Unit Plan (Class 2) on target areas be evaluated even if it is not satisfying the volume conditions defined by its Master Plan.
