This aims at examining the issues and range of indemnities according to ‘public needs’ of recovering urban functions, the relationship between the government that aims at urban renovation and the unionized constructor and the role of the government through the problems with the business methods and problems of indemnities for urban development in order to redefine the logic of compensation for liquation methods for that of urban environment improvement projects, while also suggesting a reform plan for public roles and functions.
