Nowadays, the new idea of urban design is proposed to the city for the efficient land use of the facility which has variations of function such as residential, commercial culture and welfare. Especially, the requirement for the welfare are diversifying and it is isolating according to it's function. This study is to recommend the space plan which links the a complex function of the social welfare town based on the connections of the environmental contents. The critical data which identified through the revision of previous theory and the survey of existing building with their management condition, was used to the variations of plans.
