'Incentive System' was the major way to accomplish the goal in the Unit Plan restricting development density, development size, and installing necessary infrastructure. As developers donate some of project site by public factor, they can has an incentive Floor Area Ratio. However the Incentive System has been operated through the land size, without any consideration of objective standards. The developers usually had donated uneffective and unprofi 표 lands to get more incentives without concerning public interest. As a result of this research, we can say that the lack of faimess and consistency has made the problem of incentive in the District Unit Plan.
