In the 1930s, Korea witnessed suburbanization for the first time. Responding to the rapid increase of urban population, Japanese colonial government announced the Urban District Plan Decree in 1934, which involved two major urban planning concepts: zoning and land readjustment. These concepts led to a shift in urban planning from a linear one to a planar one. Based on this law, the Japanese colonial government established town planning for 43 urban cities nationwide and carried out 61 land adjustment projects. The Land division standard drawing served as a kind of diagram in the moment of land subdivision, which resulted in generating homeogenous urban space.
