시행 5년차를 맞이하는 학교시설 BTL사업은 2009년 현재 약 109개교의 학교가 운영유지관리단계에 접어들었다. BTL사업의 특성을 감안해 볼 때, 학교시설 BTL사업은 20년의 운영관리기간 동안 사업초기 수립된 운영계획의 합리적인 수행이 사업의 성패를 좌우한다. 또한 효율적인 운영관리를 위하여 객관성 있는 운영성과평가체계를 필요로 하고 있다. 그러나 현행 학교시설 BTL사업의 운영관리에 대한 운영성과평가체계를 마련하고는 있지만 일본 PFI사업을 벤치마킹하였기에 국내 환경에 다소 적합하지 않아 그 문제점이 대두되고 있는 실정이다. 따라서 학교시설 BTL사업의 운영성과를 체계적이고 객관적으로 관리 및 평가할 수 있는 운영성과체계를 구축하고자 한다. 본 연구는 학교시설 BTL사업의 효율적인 운영성과체계를 구축하기 위한 기초연구로서 학교시설 BTL사업 추진 현황과 운영유지관리 및 운영성과평가에 대한 업무 프로세스를 조사 분석하고자 한다. 또한 시설성능평가지표를 도입하기 위하여 기존 성능평가도구와 현행 운영성과평가항목에 대한 조사 분석을 실시하고 이를 기반으로 기존 운영성과평가체계에 대한 문제점을 도출하고 개선방안을 모색하고자 한다. |

Greeting the 5th year of implementation, the school facility BTL projects have gone into the operation management stage in around 690 schools as of 2009. Considering the nature of BTL projects, the success of the school facility BTL projects will be determined by rational implementation of the operation plan established at the beginning of the projects for the 20 years of operation management. In addition, an objective system to evaluate the outcomes of operation is necessary for efficient operation management. However, the present system to evaluate the outcomes of operation of the school facility BTL projects was prepared by benchmarking PFI projects in Japan thus it is not quite suitable to domestic environments and problems are being raised. Therefore, this study is intended to establish an operation outcome system that can systematically and objectively manage and evaluate the outcome of operation of the school facility BTL projects. This study is a basic study to establish an efficient operation outcome system for school facility BTL projects and will examine and analyze work processes for evaluation of the state of implementation of the school facility BTL projects, operation & maintenance and operation outcomes. In addition, to introduce facility performance evaluation indexes, this study will examine and analyze existing performance evaluation tools and the present operation outcome evaluation items and based on the result, this study will draw problems in the existing operation outcome evaluation system and grope measures to improve. |
