Although public participation opportunities have been dramatically increased in urban planning process, yet it is lack of an adequate participation in the infrastructure construction. This study, therefore, suggests the policy implications for the significance of public participation in the infrastructure construction using three case studies in Yokohama, Japan. Specifically, this study draws a conclusion through three standpoints: public participation process, target, and program. Finally, this study shows that (1) public participation is getting extended not only the large-scaled park planning and development, but also the highway planning, and (2) public participation is now situated in the stage of leading planning goal setting and management. The results of this study suggest four policy implications: (1) changing patterns from passive to active public participation, (2) needing to develop new public participation programs, (3) establishing comprehensive and extensive planning that emphasizes public-based participation from the early stage of the infrastructure planning, and (4) providing public participation system that wide range of public can get involved. |
