Architectural assets are not worthy just itself but the conditions of location are also important. The concept of "cultural property protection" has exceeded the range of preservation and extended or intensified to cultural assets surrounding since 2000's. This is to prevent the existing condition change occasionally happened in cultural assets surrounding and also to preserve historic, artistic, scientific and scenic values of the cultural assets. But "the developing cultural asset licensing system" is so attaching importance to surrounding scenery or high visibility that there is a difficulty of considering good places of it. Especially, cultural assets like walls and government offices are the cores of cities. So, if city structure is broke, the value will decreased notably.
