This study aims to analyse the current status of the overlapping of land use regulations, as issued in some metropolitan areas, and to propose improvement plans. This study first defines the concepts and types of the overlapping of land use regulations. It then examines the regulations on the protection of water quality; urban natural environment; and cultural properties. It is found that many land use regulations with similar purposes are structurally unclear and overlapping with one another in terms of behavior control. The analysis of spatially overlapped regulations is carried out on Gwangju-si, which has good natural environment and accordingly a number of regulations for the protection and conservation of nature. The analysis of regulations for the protection of water quality is performed on the whole area of Gyeonggi-do. In the case of Gwangju-si, the results show that ten regulations are spatially overlapped and the average number of overlapped regulations is 5.3. In order to address such disorderly land use regulations, this study establishes three fundamental directions: the simplification, systematization and standardization of land use regulations. Under the directions, systematic approaches are devised to improve land use regulations with similar purposes and detailed methods are adopted to adjust the regulations for the protection of water quality, urban natural environment and cultural properties. |
