As a way of building governance over decision-making process for urban plans, a committee plays various roles such as consult and review etc expanding its functions and roles. However, in regard to roles of the committee for urban plans, there are no enough studies on functions and roles of the committee due to insufficient case studies. Therefore this study tried to conduct a case study on functions and roles of a committee on a basis of review details prepared by the Central Urban Plan Committee which is assigned to the Ministry of Land, Transport and Maritime Affairs and which is the highest committee among the urban plan committees. We have analyzed each item based on details of the cases in 2009 which are available to open by the said committee. Through this, we have classified functions and roles of a committee as 3 big organs in terms of a process of development project, the final review organ, the beforehand deliberation organ and an indirect review organ of other committees. We have investigated functions by each stage of above. In the future, that committee needs to expand its functions and roles to consult and coordinate policies. It is important that this study was carried based on a concrete material of review details of the Central Urban Plan Committee. And it will pave for the study into committees with a concrete and substantive academic access. |
