This paper explores how conservation and management plans for historic villages could be prepared and implemented through a more institutionalized participatory planning mode, the necessity of which has been continuously mentioned without actual executions in the past. This paper is based on the content analysis of Hahoe and Yangdong Conservation Council cases, which are supported by Andong and Gyeongju cities' local ordinance passages in 2009. The research findings, among others, indicate that 1) The newly implemented Hahoe and Yangdong Conservation Councils deserve recognition as one of the first examples to institutionalize the participatory planning mode for conservation and management of historic villages in Korea; 2) Nevertheless, the initial intention of the conservation councils, proposing a desirable semi-public collaborative body, consisting of public officers, professionals and residents, was not realized as such, due to the strong oppositions of the existing preservation associations in the villages. As the cases were still in their early trial phases, it could be hard for them to accomplish everything at once. Thus, further efforts are required to substantialize the cases' evolution in a more practical and localized way. |
