In this study, current laws and regulations related with multi-dimensional urban planning in Korea and foreign countries has been analyzed to find out the drawbacks with the present system and to draw some implications through case studies. Based on the problems came out when applying these analysis and results to the LU1 City project(Incheon Gajeong 5 Crossing District), the first multi-dimensional city in Korea, some methods are suggested in the regulatory system to enhance multi-dimensional urban planning. The summary of the study is as follows: Regulatory issues and suggestions for improvement can be listed as below; Firstly, problems with using upper and underground roads and overpasses effectively due to prohibition of private right over the national property according to the present regulations. Secondly, the standards are uniform for infrastructural development. A certain percentage of spaces for parking lots, parks, greeneries, and so on are required in terms of plan area under the current law. However, individual laws should consider adopting not only two-dimensional areas but also the concept of three-dimensional space areas. Thirdly, it is the limitations on each individual law. Laws related with urban development projects should be amended upon the introduction of multi-dimensional urban planning system. Finally, it is the design fees. Since they are calculated based on the plan area, rational standardized cost estimations should be prepared and set up for the multi-dimensional urban planning. |
