The objective of this study is to suggest an alternative about public-priviate partnership(ppp) in Korea. The analysis is focused on the public participant's main role rather than priviate participant's role of ppp projects because public participants can improve the public welfare of the ppp projects. To achieve this, we compared land ownership, management and finance system by 4 nations,:GMV Project in England, Minami Project in Japan, Arcueil and La vache Noire project in France and Messestadt Riem project in Germany. This analysis shows that the public participant's role is devided 4 types; public driven ppp type(Arcueil and La vache Noire project by ANRU), coordinative committee type(GMV by EP and Minami by MINTO) and indirect intervention type(Messestadt Riem project). These case studies have one thing in common that the social and regional effect took priority over development gains. To achieve this in Korea, the public comprehensive control organization, guidance, techniques and policy about ppp management and evaluation are needed to generally manage and oversee the ppp projects. |
